基于业务-数据-应用融合治理Yi模式的场景自动构建技术研究

摘要：加强城市数据治理体系建设，是实现城市数字治理和数字经济高质量发展的重要前提。当前数据治理普遍存在公共数据质量参差不齐、数据跨系统跨层级流转困难、重点场景应用支撑不足等问题，公共数据治理效果大打折扣。创新性地提出以业务-数据-应用多元融合治理为核心、大模型辅助加持的Yi（亦）模式智慧场景构建体系，体系以“一切业务皆事项” 为治理理念，按照“业务即数据”为指导，针对业务对象进行“业务-数据-应用”一体化设计，形成以业务梳理为源头，以场景快速见效为目标，支撑和牵引数据治理的一套技术路径。该技术路径可实现业务、数据、系统功能的打通，发挥大数据优势，释放公共数据价值，赋能数字化转型并支撑政府业务变革。

Abstract：The construction of urban data governance system is an important prerequisite for the high-quality development of urban digital governance and digital economy. The current data governance generally faces problems such as uneven quality of public data, difficulties in data flow across systems and levels, and insufficient support for key scenario applications. The effectiveness of public data governance is greatly undermined. In order to accelerate the construction of urban data governance system, this article innovatively proposes the Yi model intelligent scenario construction system with operation-data-application diversified integration governance and large model. The system adopts the governance concept of "all operations are items" and follows the principle of "operation is data". It integrates the design of "operation-data-application" for operation objects, forming a set of technical paths that support and drive data governance with operations sorting as the source and scene quick effectiveness as the goal. This technological path can achieve full integration of operation, data, and system functions,leverage the advantages of big data,release the value of public data, empower digital transformation, and support government operation transformation.

引言
当前，数据治理成为推进国家治理体系和治理能力现代化的重要抓手，政府部门的数据共享和公共数据资源开放受到各方高度关注。早在2020年，《中共中央国务院关于构建更加完善的要素市场化配置体制机制的意见》要求研究建立公共数据开放和数据资源有效流动的制度规范；《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》《国务院关于加强数字政府建设的指导意见（2022）》等文件，都提出要加快推进跨部门数据资源共享共用，推动公共数据资源开放，全面推进政府履职和政务运行数字化转型、形成数字治理新格局。《中共中央国务院关于构建数据基础制度更好发挥数据要素作用的意见》(以下简称“数据二十条”)也明确提出，要建立安全可控、弹性包容的数据要素治理制度。随着国家数据局的组建，数据资源整合共享和开发利用的有关职责更加集中，将推进数据资源的统筹规划与整体利用［1］。数据治理已成为撬动数据要素市场、助推数字政府建设的必要保障，与传统的电子政务不同,数字政府建设意味着从“以数据治理”向“对数据治理”的全面升级［2］。为此，构建以业务为源头，实现“一数一源、多源校核”，并支撑场景快速构建的高质量数据治理显得至关重要，创新业务-数据-应用融合治理技术方法，进而推进数字产业创新发展，深化数字政务改革等，推动经济社会高质量发展［3］。
