Analysis of the circulation of date property rights in the process of authorized operation of public data

Abstract：The authorized operation of public data (AOPD) is an important starting point for the construction of the data element market in various localities.A difficult point in this work is clarifying the types of rights of each participating entity in the process of authorized operation. Through analyzing the current situation of the AOPD policies and practical exploration, this paper constructs a data property rights circulation model for the AOPD, further clarifies the rights ownership of each participant in the right of holding data resource, the right to process and use data and the right to operate data products, and explains the responsible subjects and methods for the registration and confirmation of rights, so as to contribute exploration experience to the construction of the data property rights system for the AOPD.
